The winning concept, submitted by Beckley-Myers of Milwaukee, was chosen for its emphasis on pedestrian-friendly green space. The design featured a circular promenade encircling a 10-acre open meadow, bordered by a canopy of trees and a continuous canal that culminates in a majestic waterfall and reflecting pool. This layout was inspired by the preferences of local residents, who envisioned a park free of buildings and special interest facilities.

Phase I, completed in 1987, focused on the northeast corner, while Phase II, finished in 1990, extended the park to the western side. Subsequent improvements included the addition of parking facilities, restrooms, a children's play area, and the realignment of SE 2nd Street.

In June 2017, a major expansion project was completed, bringing the park's original vision to fruition. This project included the completion of the circular canal, improved parking, enhanced park entrances, and the creation of the Inspiration Playground.
